A single-phase compressor has a run winding and a start winding sharing a common terminal. The highest resistance reading is across start and run (the two windings in series), so the terminal left out of that pair is common. From common, the higher reading is start and the lower is run, and common-to-start plus common-to-run equals start-to-run. Also check each terminal to the shell for a ground.
